Description: This layer was developed by the Transportation Access and Mobility Division of the Atlanta Regional Commission to identify potential concentrations of environmental justice communities in the Atlanta region. The index is based on the regional standard deviation of poverty and the distribution of minorities. The data used in the analysis was obtained from the American Community Survey’s five-year estimate, 2008-2012, and was aggregated at the census tract level. Each parameter received equal weighting in the resulting composite index.
